Connecting
the Dots: The Evolution of Intelligence Analysis
In the aftermath of September 11, 2001, we became aware of the importance of intelligence analysis. National security and intelligence agencies, it was generally agreed, failed to prevent the tragedy by "not connecting the dots." Subsequent actions had the aim of doing better in the future. Among these actions, the Homeland Security Act of 2002 includes a sizeable section on information analysis, and the FBI established a "College of Analytical Studies" to better train agents and analysts in intelligence analysis.
Dr. Douglas H. Harris will
discuss the origins, concepts, processes, and techniques of intelligence analysis.
As early as 1971, he and associates at Anacapa Sciences developed basic processes
and techniques now employed for intelligence analysis, and have trained analysts
and agents for organizations throughout the world
